Kvitko was born and raised in Kaliningrad Oblast, which is as its name suggests, centered around Kaliningrad. For those who are curious, oblast is an administrative division that is common in Russia and other successor states of the Soviet Union because it means much the same as either state or province. With that said, Kaliningrad stands out because it is an exclave in the sense that it is separated from the rest of Russia by both Poland and Lithuania.
